- ETF Power Bar Score < .50 AND
- 6-month percent change of ETF <= 6-month percent change of SPY
- ETF has valid market data for at least 6 months (has been trading for at least six months)
- Average Daily Volume for the ETF is > 25,000
- Assets > 100m
